“The Governing Body of a University is formally responsible for determining the educational character of the institution” Schofield A. (2009) What is an Effective and High Performing Governing Body in UK Higher Education. Leadership Foundation. London. How can the governing body carry out its responsibility while supporting core academic values such as academic freedom?
Many governing bodies have been cautious about being involved in such developments and there are sensitivities about the role that governing bodies are now expected to play on matters which had previously been almost wholly in the province of senates/academic boards.

This is a key launch event which we are holding on to mark a major milestone in our project entitled Leading Cities.
Based on new research, this project aims to make a major contribution to the initiative on the leadership of ‘place’ and put particular emphasis on creating an inclusive approach that much more fully engages the contribution of universities as key partners in civic and community leadership.
The core of the event will be a presentation of the research undertaken by Professor John Goddard, previously Deputy Vice-Chancellor of Newcastle University. Other keynote speakers will be Matthew Taylor, Chief Executive of the RSA, Professor Steve West, Vice Chancellor of the University of the West of England and Dr Su Maddock of the Whitehall Innovation Hub.
It will also provide an opportunity to engage with the development of the second stage, which is the creation of a unique new leadership programme that is ‘City based’ for senior leaders across all key partners involved in city leadership. Dr Tom Kennie, Director of this new programme and Programme Director of the Leadership Foundation’s Top Management Programme will be presenting our plans for this innovative programme and seeking feedback.
