Governors often ask to whom a governing body is accountable, and although a simple question it is a complex answer! One of the unusual aspects of higher education governance is that unlike other sectors accountability is not always clear in the sense that private sector boards are accountable to shareholders and NHS trust boards to the government. In part, this is because of the unique position of universities and colleges in receiving public funding but not being formally part of the public sector.
