Speech by the Secretary of State

The Secretary of State spoke to the HEFCE Conference on 6 April 2011 and focused on his expectation to see changes to promote lower cost, but higher quality teaching; an intention to review OFFA's powers; possible new methods of allocating places; the importance of cutting overhead costs and institutional missions.
