The Higher Education Policy Institute (HEPI) has published an independent review of Higher Education: Students at the Heart of the System by John Thompson and Bahram Bekhradnia. Some of the major issues identified in the analysis are that the new system could lead to greater central control of the higher education system; it could create a more polarised sector and it may not lead to the level of financial savings predicted.
