Following the introduction of ‘variable’ tuition fees, David Willetts, Minister of State for Universities and Science, has announced changes to how higher education (HE) in England is to be regulated.
The minister also confirmed the introduction of a new financial memorandum for institutions as part of the reforms, but suggested the proposed changes would be limited.
The reforms will ensure that HEFCE retains its oversight and coordination role for HE in England, and includes the extension of student number controls to alternative providers. To enact the reforms the government is proposing to amend the Education (Student Support) Regulations. In the longer term new legislation will be required.
