Collaborative leadership across institutions in local places has never been more important. Ongoing decentralisation, widening gaps of economic performance between places and potential implications of Brexit pose real and difficult challenges that increasingly require local ‘anchor’ institutions to work more closely together.

Operationalising these partnerships is not sufficient for success unless there is a clear understanding at a strategic level of the background to these drivers, why these are critical to individual and collective success, and how local leadership can find new solutions to the many challenges.

Supported by the investment of the four UK higher education funding councils, we are delighted to announce our new pilot leadership development programme ‘Knowing Our Place? - Strategic Leadership of Local Partnerships’.

Programme Content

The programme will be led by Louise Kempton, Newcastle University and Dr Paul Gentle, LFHE Senior Associate and will also include contributions from expert keynote speakers including Kevin Richardson, HEFCE, Emeritus Professor John Goddard, Newcastle University and Jane Robinson, COO, Durham University.

 

The programme will take place across two consecutive days, on Wednesday 10 - Thursday 11 May, and will be residential. The programme will consist of a mix of facilitated sessions and featured speakers, as well as networking opportunities including a dinner on the first evening. 

Topics covered will include:

 

  • Underlying concepts of collaborative leadership
  • From Stakeholder Engagement to Stakeholder Management
  • Policy drivers 

 

This programme is designed for senior leaders with strategic responsibility for local and regional partnership building. Ideally participants will include those at PVC/DVC level; Directors responsible for External Partnership Relations or External Resources; Heads of Strategy; or those who hold a senior post reporting into an executive with this level of strategic responsibility.

Building collaboration is a critical success factor and therefore we are also encouraging institutions to nominate a leader with similar levels of responsibility from within neighbouring combined/ local authorities, local NHS organisation etc., to join the programme as a participant. This could be from an organisation you are already collaborating with or one you are keen to engage with further to explore potential partnership opportunities.

As a pilot run, it is our intention to work with participants to further develop the programme and ensure it meets the needs of both the individual and the institution. For this reason we are able to offer fully funded places (no cost) for this run to reflect this co-creation.

Paul Gentle

Professor Paul Gentle, Programme Facilitator, Knowing Our Place? 

Professor Paul Gentle is part of a team of experienced facilitators in a newly-designed approach to enhancing institutional change through developing strategic leaders at the most senior levels.

Paul is a key associate of the Leadership Foundation with particular expertise in coaching, action learning and top team development. Until 2016, he held the post of Leadership Foundation director of programmes with a remit for sector-wide partnership projects and a portfolio of developmental programmes, events and networks.

He has led in higher education since 1990, when he joined the University of Central Lancashire. After several years as head of languages and international studies, he moved to the University of St Mark & St John as dean of international education and subsequently director of regional affairs.

Paul’s doctoral research was based on investigating Action Learning Sets as a strategic leadership enabler in higher education. He believes strongly in working with universities to build capacity for evaluating the impact of leadership development activity, and this commitment informs the design of the Top Management Programme, of which he is Programme Director. 

His book ‘Engaging Leaders: the challenge of inspiring collective commitment in universities’ was published in 2014 by Routledge.

 

 Louise Kempton

Louise Kempton, Programme Facilitator, Knowing Our Place? 

Louise Kempton is a Senior Research Associate in the Centre for Urban and Regional Development Studies (CURDS) at Newcastle University. Her research is focused on the relationship between universities and regions, and particularly the role of universities as ‘anchor’ institutions in regional innovation and growth.

She is the author/co-author of several recent academic and policy publications exploring the barriers and drivers to universities’ involvement in local and regional development and innovation, including the recent book ‘Leading and Managing the Civic University: The Leadership and Policy Challenges’.

Kevin RichardsonKevin Richardson, Featured Speaker, Knowing Our Place? 
Local Growth Consultant, HEFCE


As Local Growth Consultant within HEFCE, Kevin Richardson acts as the key adviser on policy and strategy relating to local growth in general. Well known across the sector, he supports HEIs as anchor institutions to make their optimal contribution to local growth. Kevin is responsible for the liaison with relevant departments of central government and national agencies. Previously, as Secondee to Department of Business, Innovation & Skills (BIS) Kevin represented the interests of local partners across England within the cross departmental team developing the current programme period for ESIF.

Kevin was the lead author of the national strategy for Smart Specialisation in England. His work on this policy has been published internationally. Kevin is a Visiting Fellow at Newcastle University in the school of Geography, Politics and Sociology. Previous to his position at BIS, Kevin Richardson managed the Central Policy Unit at Newcastle City Council for more than ten years. He began his working life as an underground coal miner.

John GoddardJohn Goddard OBE, Featured Speaker, Knowing Our Place? 
Deputy Vice Chancellor, city and regional engagement, Newcastle University UK 

John is Emeritus Professor at Newcastle University UK where he founded and led the Centre for Urban and Regional Development Studies (CURDS). He was subsequently appointed Deputy Vice Chancellor with responsibility for city and regional engagement. He was academic leader of the OECD programme on universities and city and regional development published in 2007 as Higher Education and Regions: Globally Competitive, Locally Engaged. On retirement in 2008 he returned to CURDS and wrote a book on The University and the City (with Paul Vallance) which looks into the university from outside. This is complemented by his new book The Civic University: The Policy and Leadership Challenges (with Ellen Hazelkorn, Louise Kempton and Paul Vallance) which considers how universities can best manage engagement with civil society globally and locally. John links these two perspectives together by promoting action learning as a means of building capacity for collaboration between universities and civil society, particularly in work with the Leadership Foundation in Higher Education and supporting initiatives that seek to anchor universities in cities through engagement in urban foresight. In recognition of his work he was awarded the Lord Dearing Lifetime Achievement Award in Higher Education in 2012
